Twenty-one years with Delta Petroleum, growing a BVI-based fuel operation into a seven-territory Eastern Caribbean business covering retail, wholesale, LPG, marine bunkering, and government utility supply. Led major contract negotiations with Caribbean governments and utilities, oversaw 150+ employees across Anguilla, BVI, Montserrat, Nevis, and St. Kitts, and brought two significant cases before the Privy Council. Delta has been the sole fuel supplier to Montserrat for over 20 years, including through the Soufrière Hills volcanic crisis when every other operator withdrew.
Led Delta’s St. Kitts expansion: bulk terminal at Bird Rock with 840,000-gallon diesel, 210,000-gallon gasoline, and 60,000-gallon LPG capacity.
Managed Delta’s Privy Council appeal [2020] UKPC 23 against BVIEC – overturned two lower court rulings, establishing Eastern Caribbean precedent on force majeure and performance relief.
Won back the BVIEC five-year fuel supply contract in 2021, undercutting SOL by $2.2M with a $56.2M bid – restoring Delta as the primary utility fuel supplier to the BVI after a three-year absence.
Signed a 15-year fuel supply agreement with the Government of Montserrat, committing to nearly double on-island storage capacity – Delta’s longest-ever government contract, built on 20+ years of unbroken supply through the Soufriu00e8re Hills volcanic crisis.
